The way I read this SQL query is whoever buys the last ticket wins? (or whoever bought the first ticket) wins, because you are ordering by their ID?
Chribba even says "upon picking winner" - so are you picking a winner, or a winning number???
All these questions are valid and need answering swiftly
Edit: after looking up the word 'Chribba' uses 'pick' I found it to mean;
select carefully from a group
